Prohibits legislators, the governor, and lieutenant governor from soliciting or accepting contributions from registered lobbyists during legislative sessions and when pending legislation is before the governor, with a civil penalty of $50 per violation and forfeiture of contributions to the general fund.

Exempts candidates who file a declaration of candidacy during a legislative session from the contribution prohibition.

Prohibits legislators and legislative employees from accepting gifts worth $50 or more from any source, or gifts from the same person worth less than $50 that aggregate to $50 or more annually.

Requires lobbyists to file written reports within 15 business days of giving gifts to legislators or legislative employees, including the lobbyist's name, gift description, and gift amount, with reports confidential for 10 business days after filing.

Exempts certain gifts from restrictions including food and beverages, hospitality at social events, family gifts, travel for legislative information, legal services, charity event tickets, and compassionate gifts (requiring written approval from legislative council cochairmen and limited to $250 per person annually).
