Adds hepatitis C virus (HCV) to the list of enumerated venereal diseases in Idaho Code Section 39-601, alongside existing diseases including syphilis, gonorrhea, AIDS, HIV, chancroid, chlamydia, and hepatitis B virus.

Removes the requirement that all persons charged with drug-related charges be tested for venereal diseases; testing now applies only to persons charged with sex offenses, prostitution, crimes involving body fluid transmission, or other charges recommended by public health authorities.

Requires persons charged with sex offenses involving body fluid transmission to be tested for HIV within 48 hours after information or indictment is presented, with results disclosed to the court and victims.

Mandates that district health departments provide free counseling, HIV testing, and referral services to victims when a prisoner tests positive for HIV antibodies or antigens.

Specifies that counties and cities bear responsibility for examination, testing, and treatment of jail inmates, with costs reimbursed by the board of correction, state agency, or relevant jurisdiction based on the prisoner's status.
