Board of county commissioners may establish voluntary traffic safety education programs as a remedial alternative to citations for infraction violations, with attendance counting as an alternative to Idaho uniform citations under section 49-1501.

County fees collected from program attendees are distributed to the county treasurer, who must remit funds within 5 days after month-end: an amount per section 31-3201B to the state peace officers standards and training fund, $10.00 to the ISTARS technology fund, and remaining amounts to the county general fund.

Cities are granted the same authority as counties to establish traffic safety education programs by ordinance, with identical fee collection and distribution requirements through city treasurers.

Peace officers standards and training fund is amended to include sections 31-827 and 50-336 as funding sources alongside existing sections 31-3201A and 31-3201B.

ISTARS technology fund is amended to add sections 31-827 and 50-336 as sources for deposits that support maintaining, replacing, and enhancing the Idaho Statewide Trial Court Automated Records System and related court management technologies.
