Establishes a program requiring the Fish and Game Commission to provide special incentive tags for hunting antelope, elk, or deer in designated units to private landowners who allow reasonable hunter access to their property or adjacent public lands.

Permits landowners holding valid Idaho hunting licenses to use special incentive tags themselves or sell them to other valid license holders at any mutually agreed price.

Authorizes the commission to issue additional controlled hunt permits for landowners with property valuable for habitat or propagation purposes of deer, elk, or antelope in units where permits are limited.

Amends Section 36-405 to allow transfer of fishing, hunting, or trapping licenses "unless otherwise provided by law," creating an exception to the general prohibition on license transfers to accommodate the special incentive tag sales program.
