Allows landowners issued a Landowner Appreciation Program controlled hunt tag to sell the tag to another person at any mutually agreed price.

Modifies Idaho Code Section 36-104 to authorize the Fish and Game Commission to issue landowner appreciation program controlled hunt permits for eligible property owners in limited permit units.

Amends Idaho Code Section 36-405 to add language "unless otherwise provided by law" to the prohibition on transferring fishing, hunting, or trapping licenses, creating an exception that permits landowner appreciation program tag sales.

Applies to controlled hunt tags for deer, elk, or antelope on property valuable for habitat or propagation purposes in units where permits are limited.
