Repeals the previous Public Transportation Services Advisory Council and Interagency Working Group provisions and replaces them with a new Idaho Mobility Council.

Establishes the Idaho Mobility Council with up to 24 members including representatives from environmental quality, vocational rehabilitation, health and welfare, aging, developmental disabilities, commerce, labor, veterans services, transportation, community transportation, cities, counties, head start, independent living, metropolitan planning organizations, school administrators, the governor's office, and six regional director district representatives.

Designates council duties including advising the Idaho Transportation Department on mobility planning, developing coordination strategies, eliminating regulatory barriers, reviewing statewide comprehensive transportation plans, making funding recommendations to the transportation board, and providing annual performance reports to the legislature and transportation board.

Authorizes the council to establish subcommittees as needed and requires a standing grant award subcommittee composed of the six regional district representatives to develop criteria and recommend grant funding distribution.

Requires the council to meet at least quarterly, with council members automatically resigning if absent from three consecutive meetings in a 12-month period; replacement members are appointed by their respective agencies or the transportation board.
