Reduces the percentage of commercial disposal fee revenues remitted to the state general fund from 95% to 93% in fiscal year 2013, 91% in fiscal year 2014, and 85% in fiscal year 2015 and thereafter.

Maintains 5% of revenues remitted to county treasurers where hazardous waste activities occurred, to be used for responding to health and environmental problems caused by hazardous waste emergencies, spills, or improper handling.

Creates new distributions to county highway district treasurers: 1% in fiscal year 2013, 2% in fiscal year 2014, and 5% in fiscal year 2015 and thereafter, for maintaining roads connecting rail transfer facilities to commercial hazardous waste facilities.

Establishes distributions to the state highway account: 1% in fiscal year 2013, 2% in fiscal year 2014, and 5% in fiscal year 2015 and thereafter, for Idaho Transportation Department maintenance of state roads connecting rail transfer facilities to commercial hazardous waste facilities.
