Removes the $400,000 threshold requirement that previously restricted feeding account expenditures until the account reached that balance with interest earnings included.

Allows the Department of Fish and Game to expend feeding account moneys for actual supplemental winter feeding of antelope, elk and deer upon declaration of a feeding emergency by the director, which can be declared for one or more regions rather than statewide only.

Requires the Department of Fish and Game to submit a yearly report to the Senate Resources and Environment Committee and the House Resources and Conservation Committee by July 31st detailing expenditures from the feeding account during the preceding fiscal year.

Maintains that feeding account moneys (at least 75 cents from each $1.50 antelope, elk and deer tag sold) may only be used for winter feeding, blocks, pellets, hay, and seed or material that directly provides feed or forage for antelope, elk and deer.
