Removes the blanket exemption from chapter 17 (recall provisions) for library district trustees and instead requires recall procedures to follow chapter 17, title 34, Idaho Code as closely as possible.

Establishes specific recall requirements for library districts where no election was held for the trustee being recalled: petition must be signed by at least 50 electors or 20% of votes cast in the last trustee election, whichever is greater.

Requires that to recall a trustee, a majority of votes cast in the recall election must favor recall, and the total votes cast must equal or exceed the number of votes cast in the last trustee election held in the district.

Requires individuals signing recall petitions or voting in recall elections to meet the same requirements as other district electors under section 33-2702, Idaho Code.

Maintains existing vacancy procedures for library district trustees, including grounds for declaring vacancies and the appointment process to fill vacancies within 60 days.
