Removes requirement that counties, highway districts, and cities obtain two-thirds voter approval before issuing bonds for air navigation facility costs.

Allows counties, highway districts, and cities to issue bonds for acquiring, constructing, and maintaining aviation fields, airports, hangars, and related facilities without voter authorization.

Retains authority for counties, highway districts, and cities to acquire, construct, operate, and maintain aviation facilities and charge fees and rentals for their use.

Maintains prohibition on leasing aviation fields or airports exclusively to any single person, association, or corporation.

Preserves existing restrictions on tax levies and authority of county commissioners, highway commissioners, and city councilmen to implement aviation facility provisions.
