Establishes instructional staff base salary of $23,123 with minimum salary of $29,655 for fiscal year 2011 and $30,000 thereafter, adjusted by district experience and education index.

Sets administrative staff base salary of $31,833 and classified staff base salary of $18,684, each adjusted by respective district staff allowances.

Applies annual percentage adjustments to district salary-based apportionments: 1.67% for 2012 and thereafter, 4.05% for 2013, 6.30% for 2014, 6.42% for 2015, 6.21% for 2016, and 5.74% for 2017 and thereafter.

Requires future increases to base and minimum salaries to maintain a ratio where minimum salary increases at 1.5 times the rate of base salary increases, after reaching fiscal year 2009 levels.

Act becomes null and void if Chapter 247, Laws of 2011, is rejected through voter referendum in November 2012.
