Adds repair waiver and hardship waiver provisions to the motor vehicle inspection and maintenance program in conformance with 40 CFR 51.360(a).

Modifies the director's five-year review requirement to make recommendations to the legislature (rather than determining) whether the program should be continued, modified, or terminated.

Maintains existing program requirements including inspection frequency not exceeding once every two years, maximum inspection fee of $20 per vehicle, and exemptions for electric/hybrid vehicles, vehicles less than five years old, classic automobiles, and farm equipment.

Requires joint exercise of powers agreements with county commissioners and city councils to develop standardized inspection programs, or allows alternative emission control strategies with equivalent emissions reductions.
