Amends Idaho Code Section 40-310 to establish standards for access points (approaches) from properties adjacent to state highways, including criteria that access must allow the highest and best use of adjacent property and be adequate for reasonably anticipated traffic volume and type.

Requires the Idaho Transportation Department to complete review of approach permit applications within 30 days of receipt and prohibits denying permits based solely on the existence of alternate access, except in rural areas where alternate access may be considered for second or subsequent applications.

Limits the department's ability to impose nontraversable medians as a mitigation measure unless the department first establishes that no other mitigation measures are effective or available under the circumstances.

Restricts safety and highway operations concerns that may justify permit denials or conditions to four specific categories: regular queuing that impedes turning movements, offset approaches creating left turn conflicts, insufficient weave distances near signalized intersections or classified roads, or crash rates 20% higher than statewide averages for similar highways.

Requires the department to make permit decisions on the record and issue written findings specifying the basis of approval with conditions or denial, with the department adopting rules specifying the form of the record.
