Appropriates $5,274,600 to the Idaho State Lottery from the State Lottery Fund for fiscal year 2013 (July 1, 2012 - June 30, 2013), including $2,739,400 for personnel costs, $2,424,000 for operating expenditures, and $111,200 for capital outlay.

Authorizes the Idaho State Lottery to employ no more than 47 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Establishes legislative intent that amounts for prizes, retailer commissions, advertising, promotional costs, and gaming supplier vendor fees based on sales shall be continuously appropriated to the Idaho State Lottery under Idaho Code Section 67-7428.

Provides a 2% pay increase for all classified and nonclassified permanent state employees rated as "achieves" or better on performance plans, and directs agencies to use excess personnel appropriations and salary savings for merit increases.

Directs the Department of Administration to fund increased health insurance benefit costs while maintaining the current benefit package to the extent possible, which may require cost sharing by employees.
