Appropriates $5,377,600 to the Department of Self-Governing Agencies for five medical boards (Dentistry, Medicine, Nursing, Pharmacy, and Veterinary Medicine) for fiscal year July 1, 2012 through June 30, 2013, funded primarily through the State Regulatory Fund with $50,200 from Federal Grant Fund for the Board of Pharmacy.

Authorizes maximum full-time equivalent positions: Board of Dentistry (3), Board of Medicine (13.8), Board of Nursing (10.5), Board of Pharmacy (14), and Board of Veterinary Medicine (2).

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for merit increase components to reward permanent and temporary state employees.

Provides 2% pay increase funding for all classified and nonclassified permanent performing employees rated as "achieves" or better on performance plans, including probationary permanent employees making satisfactory progress.

Supports funding increases for health insurance benefits and directs the Department of Administration to maintain the current benefit package while potentially requiring cost sharing from employees for increased health insurance plan costs.
