Appropriates $11,230,500 to the Division of Building Safety for the period July 1, 2012, through June 30, 2013, distributed across State Regulatory Fund ($10,048,800), Miscellaneous Revenue/Industrial Safety Fund ($721,600), Miscellaneous Revenue/Logging Fund ($417,600), and Federal Grant Fund ($42,500).

Authorizes the Division of Building Safety no more than 131 full-time equivalent positions during the fiscal year 2013 period, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Provides a 2% pay increase for all classified and nonclassified permanent performing employees who have been rated as "achieves" or better on performance plans.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for merit increase components to recognize and reward permanent and temporary state employees.

Authorizes funding for increases in health insurance benefit costs and directs the Department of Administration to maintain the current benefit package while potentially requiring employee cost sharing for increases.
