Requires school boards to adopt policies affirming that school personnel shall intervene or facilitate intervention for students facing harassment, intimidation, bullying, or cyberbullying both on school property and when acts negatively impact the student's educational environment.

Mandates annual professional development training for certificated school personnel on harassment, intimidation, bullying, and cyberbullying prevention and response, with evidence-based content meeting local district requirements.

Requires certificated personnel to report all cases meeting the definition of harassment, intimidation, bullying, or cyberbullying to school administration, including documentation of intervention actions taken, with annual reporting to the state department of education.
