Establishes the "Uniform Limited Convention Act of 2012" to regulate Idaho's participation in an Article V constitutional convention if Congress calls one after receiving applications from 34 states.

Prohibits Idaho delegates from voting on any proposed amendments outside the scope of Idaho's application to the convention, with violations resulting in automatic credential revocation.

Requires all delegates to take an oath accepting the limits of authority before receiving certification from the Secretary of State.

Creates a seven-member delegation consisting of two delegates appointed by the House, two by the Senate, and three appointed jointly by both chambers, requiring a two-thirds vote to constitute delegation action.

Instructs delegates to advocate for convention rules limiting discussion to amendments within the scope of applications and requiring the convention to dissolve immediately after voting on authorized amendments.
