Adds Section 61-542 to Idaho Code establishing the Public Utilities Commission's authority over environmental attributes generated by PURPA qualifying facilities.

Defines "environmental attributes" to include renewable energy credits, avoided emissions of pollutants and greenhouse gases, but excludes tax credits and adverse wildlife impacts.

Establishes that public utilities own all environmental attributes generated by qualifying facilities unless ownership is expressly assigned by specific agreement approved by the Commission.

Permits public utilities to use owned environmental attributes to satisfy renewable portfolio standards, sell proceeds to offset customer power supply expenses, or assign to qualifying facilities by Commission-approved agreement with good faith negotiation.

Directs the Public Utilities Commission to implement these requirements for all qualifying facility power purchase agreements entered after the act's enactment date.
