Appropriates $1,910,200 to the Executive Office of the Governor for fiscal year 2013 (July 1, 2012 through June 30, 2013), including $1,707,000 for personnel costs and $203,200 for operating expenditures.

Authorizes no more than 26 full-time equivalent positions during the fiscal year period unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs for all appropriated moneys during fiscal year 2013.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for merit increases and provides funding for a 2% pay increase for all classified and nonclassified permanent performing employees.

Supports funding increases in health insurance benefit costs and directs the Department of Administration to maintain the current benefit package, potentially requiring employee cost sharing for increased health insurance expenses.
