Removes AIDS, AIDS-related complexes (ARC), and other HIV manifestations from the enumerated list of venereal diseases in Idaho Code Section 39-601, retaining only syphilis, gonorrhea, chancroid, chlamydia, and hepatitis B virus infections.

Requires all persons confined or imprisoned in state prison facilities to be examined for venereal diseases on admission and before release, with HIV testing included.

Removes the blanket requirement that all persons charged with drug-related charges be tested for enumerated venereal diseases.

Requires testing for venereal diseases and hepatitis C for persons charged with sex offenses, prostitution, or crimes involving likely body fluid transmission, with HIV testing required within 48 hours for sex offenses if requested by the victim or victim's parent/guardian.

Establishes that test results for HIV-positive prisoners must be disclosed to victims, who are entitled to free counseling, HIV testing, and referral services through district health departments.
