Amends Idaho Code Section 34-904 to revise primary election ballot requirements for separate ballots for each political party with only that party's candidates listed.

Allows counties to use a separate ballot for precinct committeeman offices and requires the secretary of state to design ballots to accommodate write-in candidates under each office title.

Requires office titles to be listed in order from highest federal office to precinct offices, with the secretary of state having discretion to arrange office classifications.

Eliminates the requirement to print a primary ballot for a political party with candidates for less than half of federal or statewide offices if only one candidate files for nomination by that party.

Declares an emergency provision making the act effective upon passage and approval.
