Amends Idaho Code sections 44-2007 and 44-2008 to exclude sections 44-2012 and 44-2013 from penalty and civil remedy provisions in labor law.

Establishes the "Open Access to Work Act" as new Idaho Code section 67-2809, declaring legislative intent to provide efficient and cost-effective public works procurement by political subdivisions.

Prohibits state and political subdivisions contracting for public works from requiring contractors, subcontractors, material suppliers, or carriers to pay employees predetermined wages, wage rates, or specified employee benefits, except when required by federal or state law or federal funding mandates.

Prohibits governmental entities from requiring or prohibiting bidders and contractors from entering into or adhering to prevailing wage agreements, project labor agreements, collective bargaining agreements, or other labor organization agreements in bid documents and controlling documents.

Grants standing to interested parties including bidders, offerors, contractors, subcontractors, and taxpayers to challenge violations and recover costs and attorney's fees; applies to contracts executed after the act's effective date.
