Appropriates $367,000 to the Division of Vocational Rehabilitation for the Community Supported Employment Program from the General Fund for fiscal year 2012 (July 1, 2011 through June 30, 2012) for personnel costs.

Appropriates $25,277,700 to the Division of Vocational Rehabilitation for fiscal year 2013 (July 1, 2012 through June 30, 2013) across four programs: Community Supported Employment ($3,705,600), Renal Disease Services ($422,700), Vocational Rehabilitation ($20,974,700), and Council for the Deaf and Hard of Hearing ($174,700).

Limits the Division of Vocational Rehabilitation to no more than 151 full-time equivalent positions during fiscal year 2013, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Directs provision of a 2 percent pay increase for all classified and nonclassified permanent performing state employees rated as "achieves" or better on performance plans and directs funding for increases in health insurance benefit costs.

Declares an emergency for Section 1, making the fiscal year 2012 appropriation effective upon passage and approval.
