Appropriates $2,552,700 to the Idaho Educational Public Broadcasting System for fiscal year 2013 (July 1, 2012 through June 30, 2013), consisting of $1,694,400 for personnel costs, $668,700 for operating expenditures, and $189,600 for capital outlay.

Provides a 2% pay increase for all classified and nonclassified permanent employees rated as "achieves" or better on performance plans, including probationary permanent employees making satisfactory progress.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover for a merit increase component to recognize and reward permanent and temporary state employees.

Authorizes the Director of the Department of Administration to maintain current health insurance benefit packages while potentially requiring employee cost sharing for increased insurance expenses.

Limits the Idaho Educational Public Broadcasting System to a maximum of 31 full-time equivalent positions during fiscal year 2013, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.
