Appropriates $13,231,300 to the Office of Species Conservation for the fiscal year July 1, 2012 through June 30, 2013, comprised of $411,400 from General Fund personnel costs, $61,800 from General Fund operating expenditures, $473,200 in General Fund trustee and benefit payments, $15,000 from Miscellaneous Revenue Fund operating expenditures, and $12,743,100 from Federal Grant Fund.

Limits the Office of Species Conservation to no more than 12 full-time equivalent positions during the fiscal year 2012-2013, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Directs agencies to use excess personnel cost appropriations and salary savings from turnover for merit increase components to recognize and reward permanent and temporary state employees.

Provides funding for a 2 percent pay increase for all classified and nonclassified permanent performing employees, defined as those rated "achieves" or better on performance plans, including probationary permanent employees making satisfactory progress.

Directs the Department of Administration to maintain the current health insurance benefit package to the extent possible, which may require employee cost sharing for increased health insurance expenses.
