Appropriates $5,723,200 to the Department of Labor for fiscal year 2013 (July 1, 2012 through June 30, 2013) across five programs: Employment Services ($864,900), Wage and Hour ($527,200), Career Information Services ($615,700), Human Rights Commission ($1,021,800), and Serve Idaho ($2,693,600).

Appropriates an additional $413,100 in Reed Act funds pursuant to Section 903 of the federal Social Security Act for administration of the Unemployment Insurance and Employment Services Program.

Authorizes the Department of Labor no more than 31.1 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Directs state agencies to provide a 2% pay increase for classified and nonclassified permanent performing employees who meet performance standards.

Supports funding for increases in health insurance benefit costs and directs the Department of Administration to maintain current benefit packages, potentially requiring employee cost-sharing for increased insurance premiums.
