Appropriates an additional $217,500 from the Federal Grant Fund to the Commission for the Blind and Visually Impaired for fiscal year 2012 (July 1, 2011 - June 30, 2012), distributed among operating expenditures ($37,500), capital outlay ($80,000), and trustee and benefit payments ($100,000).

Appropriates $4,173,300 to the Commission for the Blind and Visually Impaired for fiscal year 2013 (July 1, 2012 - June 30, 2013) from multiple funds including the General Fund ($1,274,200), Federal Grant Fund ($2,527,700), and other revenue sources.

Limits the Commission to no more than 39 full-time equivalent positions during fiscal year 2013, with any increases requiring specific authorization by the Governor and prompt notification to the Joint Finance-Appropriations Committee.

Directs state agencies to provide a 2% pay increase for all classified and nonclassified permanent performing employees and to fund increases in health insurance benefit costs, with possible cost-sharing by employees.

Declares an emergency for Section 1 of the act, making it effective upon passage and approval.
