Appropriates $532,184,600 to the Idaho Transportation Department for fiscal year 2013 (July 1, 2012 through June 30, 2013) across personnel costs, operating expenditures, capital outlay, and trustee/benefit payments.

Authorizes the Idaho Transportation Department to maintain no more than 1,827.5 full-time equivalent positions during fiscal year 2013, with Joint Finance-Appropriations Committee notification required for any increases authorized by the Governor.

Provides a 2% pay increase for all classified and nonclassified permanent performing employees and directs agencies to use excess personnel cost appropriations for merit increases; supports maintaining current health insurance benefit packages with potential employee cost sharing.

Transfers $25,000 from the State Highway Fund to the Tourism and Promotion Fund in the Department of Commerce during fiscal year 2013 to support Gateway Visitor Centers.

Reappropriates unexpended balances from fiscal year 2012 for contract construction, right-of-way acquisition, airport development grants, and American Recovery and Reinvestment Act funds; authorizes transfer of up to $4,300,000 from the State Highway Account to the GARVEE Debt Service Fund for federal bond payment matching requirements.
