Appropriates $28,349,900 to the State Board of Education for Community Colleges for fiscal year 2013 (July 1, 2012 - June 30, 2013), distributed among College of Southern Idaho ($11,744,300), North Idaho College ($9,877,200), and College of Western Idaho ($6,728,400)

Provides 2% pay increase for all classified and nonclassified permanent performing employees, including adjunct faculty, rated "achieves" or better on performance plans

Directs agencies to use excess personnel cost appropriations and salary savings from turnover for merit increase components to recognize and reward permanent and temporary state employees

Supports Governor's recommendation to fund increases in health insurance benefit costs and maintain current benefit packages, with possible cost-sharing by employees for increased insurance expenses

Exempts the State Board of Education for Community Colleges from standard object code and program transfer limitations for fiscal year 2013, allowing unlimited internal transfers between expense categories and programs
