Appropriates $4,508,300 to the Office of the State Board of Education for fiscal year 2013, including $4,248,600 for OSBE Administration and $259,700 for the Charter School Commission, funded from General Fund, Indirect Cost Recovery Fund, Miscellaneous Revenue Fund, and Federal Grant Fund.

Limits the Office of the State Board of Education to no more than 23.75 full-time equivalent positions during July 1, 2012 through June 30, 2013, unless specifically authorized by the Governor.

Provides a 2% pay increase for all classified and nonclassified permanent performing employees who have been rated as "achieves" or better on a performance plan.

Directs agencies to use excess personnel cost appropriations or salary savings from turnover to fund merit increase components for permanent and temporary state employees.

Directs the Department of Administration to maintain the current health insurance benefit package to the extent possible and fund increases in health insurance benefit costs, which may require cost sharing by employees.
