Appropriates $6,479,800 to the Legislative Council for fiscal year 2013, comprising $6,071,600 for personnel costs, $402,700 for operating expenditures, and $5,500 for capital outlay.

Exempts the Legislative Council from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and between programs for fiscal year 2013.

Limits the General Fund transfer to the Legislative Fund to $5,846,000 for the period July 1, 2012, through June 30, 2013, directed by the President Pro Tempore of the Senate and Speaker of the House.

Creates the Legislative Capitol Facilities Fund in the State Treasury, receiving any remaining balance from the Permanent Building Fund on June 30, 2012, and allocates 40% to the Senate, 40% to the House of Representatives, and 20% to the Legislative Services Office.

Authorizes a 2% pay increase for all classified and nonclassified permanent performing state employees and directs agencies to use excess personnel cost appropriations for merit increases and health insurance cost increases.
