Appropriates $142,736,300 to the Department of Health and Welfare for Service Integration ($5,158,200), Welfare Division ($137,445,400), and Medically Indigent Administration ($132,700) for fiscal year July 1, 2012 through June 30, 2013.

Authorizes 628.81 full-time equivalent positions across the three divisions: Service Integration (36.00), Welfare (591.56), and Medically Indigent Administration (1.25).

Prohibits transfer of trustee and benefit payment funds to other expense classes during fiscal year 2013 and establishes that services shall be provided only to the extent of appropriated funding and available resources.

Requires the Division of Welfare to submit quarterly Self-Reliance Programs Forecast reports to the Legislative Services Office and Division of Financial Management detailing caseload and expenditure information for TANF, Child Care, Medicaid, and other welfare programs.

Directs maintenance of Head Start appropriations paid from federal TANF funds at fiscal year 2007 levels and provides for 2% pay increases for state employees rated "achieves" or better, with health insurance cost increases potentially requiring employee cost sharing.
