Appropriates $62,900 from the Administration and Accounting Services Fund for the Information Technology Program personnel costs for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Appropriates $150,000 from the Employee Group Insurance Fund for the Insurance Management Program personnel costs for fiscal year 2012.

Authorizes three additional full-time equivalent positions for the Department of Administration for fiscal year 2012.

Appropriates $23,426,000 to the Department of Administration for fiscal year 2013 across seven programs (Management Services, Administrative Rules, Information Technology Resource Management Council, Information Technology, Public Works, Purchasing, and Insurance Management), with a limit of 150.75 total full-time equivalent positions unless authorized by the Governor.

Provides a 2% pay increase for all classified and nonclassified permanent performing employees, funds increases in health insurance benefits, and transfers $2,737,500 from the Permanent Building Fund to cover Public Officials' Capitol Mall Facilities payment in fiscal year 2013.
