Idaho Legislature applies to Congress under Article V of the U.S. Constitution to call a convention for proposing constitutional amendments limited to seven specific subjects.

Proposed amendments address: fiscal management (balanced budget, debt limits); legislative process improvements (single-subject bills, review periods); restraining Congressional powers beyond enumerated powers; federalism balance (allowing state legislatures to repeal federal laws by two-thirds vote); Second Amendment protections; eliminating Congressional benefits and pensions; and restricting post-service lobbying by former members of Congress.

The seven subjects are severable and may be aggregated with similar applications from other state legislatures to determine if two-thirds of states have applied for a convention.

Application remains in effect as a continuing application until rescinded by a future session of the Idaho Legislature and does not constitute recognition that current federal activities are constitutional.

Secretary of State directed to transmit copies to the President, Congress, the Archivist of the United States, and presiding officers of state legislatures requesting their cooperation.
