Instructs the Legislative Council Interim Committee on Energy, Environment and Technology to investigate the economic, social, and environmental impacts of wind energy development in Idaho and report findings to the 2013 Legislature.

Directs the committee to examine whether environmental attributes (green tags, clean energy credits, renewable energy certificates) of renewable qualifying facilities should be transferred to public utilities without compensation or retained separately by the qualifying facility.

Requires the committee to seek assistance from the Idaho Office of Energy Resources, Idaho Public Utilities Commission, Northwest Power Planning and Conservation Council, and members of the public in conducting its investigation.

Acknowledges Idaho's significant growth in wind and renewable energy projects and identifies the need for legislative exploration of their impacts on the state and its citizens.
