Senate Joint Memorial No. 103 Summary

• Urges Congress to endorse and enact a Community Forest Trust pilot for Idaho, consistent with the proposal presented by Idaho counties to the U.S. House Natural Resources Committee on July 14, 2011.

• Requests Congress reauthorize and extend the Secure Rural Schools and Community Self-Determination Act of 2008 (P.L. 110-343) for an additional ten-year period through federal fiscal year 2021 at federal fiscal year 2008 funding levels with mandatory, continuing appropriations.

• Describes the proposed Community Forest Trust as a pilot project involving five Idaho counties (Shoshone, Boundary, Clearwater, Idaho, and Valley) to manage resources on 200,000 acres of designated federal forest lands for a minimum of five years to generate revenues for all Idaho counties currently receiving Secure Rural Schools funding.

• Establishes that the Idaho Department of Lands would manage Trust resources under all applicable federal and state laws with oversight by a Board of Idaho County Commissioners appointed by the Governor, with revenues generated deducted from approved Secure Rural Schools payments to help meet federal deficit reduction goals.

• Directs the Secretary of the Senate to forward copies of this memorial to the President, Secretary of Agriculture, Congress leadership, and Idaho's congressional delegation.
