Amends Rule 39 of the Idaho Senate Rules to clarify voting procedures on the Senate floor and in committee.

Requires senators present in their seat to vote unless excused by a two-thirds vote, and prohibits voting for the first time on a question inconsistent with a senator's position as a moving party or as openly stated in debate.

Specifies that roll call votes are permitted only for final passage of bills, joint resolutions, motions for public expenditures or obligations, motions requiring a two-thirds majority, or upon request of any senator with at least two other senators in support.

Establishes procedures for voice votes and divisions of the Senate, and allows senators who have not participated in debate to explain their vote for up to one minute during roll calls.

Requires senators with conflicts of interest under applicable law to disclose such conflicts verbally or in writing to fellow senators before voting, with the presiding officer or committee chairman ensuring disclosure is recorded; senators may still vote unless they request to be excused.
