Amends Rule 53 of the Idaho Senate Rules to establish procedures for the Committee on Ethics to review complaints alleging Senate member violations of Senate rules, state law, or conduct unbecoming a Senator.

Ethics complaints must be in writing, signed, verified, and supported by competent preliminary evidence, identifying the accused Senator and describing the alleged violations.

Establishes a six-member ethics committee appointed by the President Pro Tempore, with three members appointed with the concurrence of the opposite party leader.

Committee investigations are held in executive session and remain confidential unless probable cause is found, at which point proceedings become public and the accused Senator may request a hearing with rights to present evidence and cross-examine witnesses.

Committee may recommend dismissal, reprimand, censure, or expulsion, with expulsion requiring a two-thirds Senate vote and reprimand or censure requiring a majority vote; establishes a two-year statute of limitations for complaints.
