Amends Idaho Code Section 73-121 to add an exception allowing the state tax commission to use foreign languages to inform taxpayers of their tax obligations and encourage or facilitate tax compliance.

Maintains English as Idaho's official language while permitting non-English languages only in specific circumstances including federal requirements, law enforcement, public health and safety, public schools, higher education, tourism promotion, libraries, and tax administration.

Requires all state agencies using appropriated funds for foreign language materials or services to notify the state controller of those funds and return them to the state general fund.

Directs the state controller to account for returned foreign language funds and inform the legislature of their existence and amount at the beginning of each annual general session.

Preserves constitutional rights of governmental employees, private businesses, non-profit organizations, and private individuals to use non-English languages under the First Amendment and Idaho Constitution.
