Amends Idaho Code Section 54-2602 to revise exceptions to plumber certificate of competency requirements for work on plumbing systems on employer-owned premises where maintenance or construction personnel perform repairs or replacements.

Requires that alterations, extensions, or new construction on employer premises must be performed by a licensed journeyman plumber who works under the direction of a plumbing contractor.

Allows individuals holding current HVAC or electrical licenses to install electrical circuitry and connections to water heaters (up to 50 feet from the disconnecting means), and allows HVAC-licensed individuals to install gas piping, hydronic systems, and certain boilers.

Permits electrical or HVAC installation permits issued by the Idaho Division of Building Safety to satisfy plumbing permitting and inspection requirements if all required permit fees have been paid.

Requires persons, firms, and corporations making water treatment installations and repairs to maintain a surety bond of $2,000.
