Removes all references to "service company" as a separate license category throughout Idaho Code Chapter 44-21, eliminating the service company license as a distinct entity.

Revises criminal history background check requirements for original retailer and resale broker applicants by changing language from "on and after July 1, 2007" to apply to "all applicants" and clarifies that applicants must cover the cost of background checks directly to Idaho State Police and FBI.

Consolidates service company functions into the installer license category, requiring retailers or resale brokers who wish to provide installation or service to obtain a separate installer license, pay the $300 fee, and meet the $5,000 bond requirement.

Updates the definition of "Installer" to include both installation and service functions at the site where the manufactured home is to be used for occupancy, replacing the previous distinction between installers and separate service companies.

Maintains existing license fees and bond requirements for all remaining license types: manufacturers ($500/$20,000), retailers and resale brokers ($500/$40,000-$30,000), installers ($300/$5,000), salesmen ($50), and RMEs ($50).
