Creates new Idaho Code Section 9-1406 allowing unsworn written certifications or declarations under penalty of perjury as an alternative to sworn statements, affidavits, and oaths for matters required or permitted by state law or regulations.

Establishes the required language for such certifications as "I certify (or declare) under penalty of perjury pursuant to the law of the State of Idaho that the foregoing is true and correct" with date and signature.

Excludes acknowledgments from the applicability of the new certification or declaration provision.

Amends Idaho Code Section 18-5402 to expand the definition of "oath" to include certifications or declarations under penalty of perjury permitted by state law, whether subscribed within or outside the state.
