Changes director's authority to appoint the Wood and Mill Yard Debris Committee from mandatory ("shall") to discretionary ("may") based on need to fulfill duties described in section 39-174.

Committee composition remains seven (7) members including one environmental quality department representative, two public health district representatives, two industry representatives, and two members with demonstrated technical knowledge.

Committee members serve three (3) year terms with a limit of two (2) full terms and serve at the pleasure of the director, with no compensation.

Requires committee to meet at least two (2) times per year on an as-needed basis, with meetings scheduled at times and places convenient to the majority of members.

Allows committee members or members of the public to request meetings by written request to the department, and permits meetings to be conducted using telephonic devices or other methods allowing adequate communication among members.
