House Bill 47 Summary

• Authorizes the Director of the Department of Water Resources to appoint a successor watermaster when an elected or appointed watermaster resigns, dies, or becomes physically unable to perform duties during their term.

• Requires the water district advisory committee, if one exists, to nominate a successor watermaster or request a special meeting; the director may appoint the nominated successor upon receipt of majority approval from committee members.

• If no advisory committee has been chosen, the director may appoint a temporary successor watermaster who serves through the unexpired term unless water users elect a new watermaster at a special meeting.

• Specifies that special meetings can be called by the director upon written request from a majority of advisory committee members, water users representing 30% or more of votes cast at the last annual meeting, the watermaster, or at the director's discretion.
