Adds definition of "Class II injection well" as a deep injection well used to inject fluids from natural gas storage operations, conventional oil or natural gas production, enhanced recovery operations, or hydrocarbon storage.

Class II injection wells may commingle waste waters from gas plants, dehydration stations, or compressor stations that are integral to production operations, unless those waters are classified as hazardous waste.

Establishes filing fee of $2,500 for Class II injection wells requiring a permit.

Sets filing fee of $100 for all other deep injection wells requiring a permit, and maintains existing $75 fee for shallow injection wells.

Directs all fees collected to be transmitted to the state treasurer for deposit in the water administration fund, with exception that fees for applications not requiring permits are returned to the applicant.
