Establishes the "Motor Voter Act" allowing eligible electors to complete voter registration cards at Idaho driver licensing offices when applying for or renewing a driver's license or identification card.

Requires driver licensing offices to forward completed registration cards to the county clerk on a weekly basis, or daily during the final week before any election.

Allows electors to select affiliation with a qualified political party or designate themselves as "unaffiliated" on the registration card; those who fail to select are automatically recorded as "unaffiliated."

Requires primary election poll books to include party affiliation or "unaffiliated" designation for each registered elector, with "unaffiliated" voters declaring their preferred primary ballot at the polls.

Applies special provisions for the 2012 primary election allowing already-registered voters to select party affiliation through poll book checkoff boxes, with those who do not vote or select a party automatically designated as "unaffiliated."
