Renames the "Information Technology Resource Management Council" to the "Idaho Technology Authority" and establishes it within the department of administration.

Reduces the authority from sixteen to seventeen members to up to seventeen members, with the governor appointing up to two members instead of eight, and reduces legislative representation from two persons each (four total) to one legislator each from the senate and house.

Changes the required number of regular meetings from four to two annually, while allowing more frequent meetings at the chairman's call or by majority request.

Allows agency directors to delegate their authority membership to senior management executives within their agencies rather than serving personally.

Maintains the authority's core powers including reviewing information technology systems, establishing statewide IT policies and standards, approving large-scale IT projects, and publishing annual reports to the governor and legislature.
