Establishes an enhanced emergency communications grant fee of 25 cents per month per access line or interconnected VoIP service line, effective July 1, 2008 through June 30, 2014.

Requires county commissioners or 911 service area governing boards to authorize the fee by majority vote resolution, with quarterly remittance to the Idaho emergency communications fund.

Allows counties and 911 service areas that collect the enhanced grant fee at full authorization to retain all emergency communications fees and become exempt from remitting 1% of those fees to the Idaho emergency communications commission.

Requires the Idaho emergency communications commission to prepare an annual budget allocating available grant funds to eligible consolidated emergency communications systems.

Terminates the enhanced grant fee provisions on July 1, 2014, after which emergency communications fee collection reverts to standard provisions under Idaho Code sections 31-4801 through 31-4818.
