Removes the June 30, 2013 expiration date from Idaho Code Section 31-3201H, making the emergency surcharge fee permanent rather than temporary.

Defendants remain required to pay emergency surcharge fees for criminal offenses and infractions committed on or after April 15, 2010, regardless of when the offense occurred.

Fee amounts are $100 per felony, $50 per misdemeanor, and $10 per infraction, collected by the district court clerk and forwarded to the county treasurer.

Revenue collected is distributed with 80% deposited into the drug court, mental health court and family court services fund and 20% into the Idaho statewide trial court automated records system (ISTARS) technology fund.
